It runs in constant 60 fps if you choose performance in the settings, it has some drops but it's in areas with more effects and whatnots (Midgard in the lake of the nine and vanaheim's forests). As for the noise, it doesn't sound like a jet at all, i played without headphones and it didn't bother me at all.
It's game specific for me. For first person shooters like cod the closer to 200FPS or more I am the better and I start to feel it below 150. I have the blurry/grainy issue in quite a few lower res games and my 4k TV has one of the best upscallers on the market. The game will feature Performance Mode.
